I obtained the same error and i solved it by looking at the systems from this site:

http://trac.macports.org/ticket/40476.

SO did girlfriend got any type of error after to run "./configure" ? maybe something about lacking tclConfig.sh. If so, instead of to run "./configure", you need to search for the tclConfigure.sh first and then put it in the command, in my case, its located in /usr/lib/. And then run: "./configure ----with-tcl=/usr/lib --with-tclinclude=/usr/include"

./configure command need to generate a makefile, named makefile or Makefile. If in the directory there is no this file, girlfriend should check whether the configure command execute success.

in my case, i configure the apr-util:

./configure --prefix=/usr/local/apr-util --with-apr=/usr/local/apr/bin/apr-1-configbecause the --with-apr=/usr/local/apr/bin/apr-1-config, the apr did no install yet, so there configure fail, over there did not generate the apr"s /usr/local/apr/bin/apr-1-config.

So i install the apr, then configure the apr-util, it works.

If you develop Makefile in the VSCode, her makefile no run. I don"t understand the reason of this issue. Perhaps the construction of the record is not added to system. Yet I fixed this way. Delete created makefile, then go to task directory and right click computer mouse later develop a file and called Makefile. After to fill the Makefile and run it. It will certainly work.

I think the it can mean that ./configure command failure for part reason, in my situation it was because of a lacking package. For this reason i have used my OS parcel manager come install forced package (autoconf and autoconf-archive in my case), then it worked.
